5,place your cases face down and put the pannier frame on them where you outlined with pen. Easy bolt on installation ,no turn signal relocation necessary Kawasaki klr 650 pannier mounting frame. Plus the bolts to mount rack on bike.
Use a small drill to the holes thru welded nuts,make sure you do not damage thread inside nuts,then remove frame and with bigger so bolts will fit easily. 6,put the brackets in place,mark holes with a pen,and drill them.
